Orlando Police - Emergency Services Unit (Florida)
Orlando Police ESU functions as a versatile support and technical unit rather than a standalone tactical assault team (that role belongs primarily to the SWAT team). Key functions include: Providing technical and equipment support for the Crisis Negotiation Team (CNT), such as specialized gear, inventory management, and operational readiness during barricaded-subject or hostage situations. Handling utility and logistical tasks during major emergencies, including hurricanes and natural disasters (e.g., deploying portable generators, light stands, damage assessments, minor street clearing, and assisting with employee home repairs). In these cases, ESU often operates as a “utility squad” with dedicated staffing (typically a commander, sergeant, and officers) and access to department vehicles. Managing unmanned aircraft systems (drones) under policy oversight by the ESU Commander. Participating in joint training with SWAT and CNT on real-life scenarios, breaching techniques, officer rescue events, and multi-agency exercises (e.g., with Orange County Sheriff’s Office and UCF Police). ESU personnel train regularly to maintain readiness for seamless integration in high-risk incidents. Supporting community and recovery efforts, such as debris cleanup at sites like Greenwood Cemetery after storms. ESU members also appear in competitive events like SWAT Round-Up International (e.g., officer-down or rescue scenarios) and contribute to broader special operations capabilities, including swift water rescue elements in some contexts.
