Illinois AG ICAC

Received this in a trade I believe in Branson MO at a collector show. I believe the eagle has something to do with the state seal, but not certain. Large letters over the eagle is ICAC. The other side of the coin is the shape of Illinois with a hand print, normal to see with crimes against children. Within the hand is binary code. My eyes are not great to see if there is a phrase hidden in the binary code.
